Real estate tax rate and tax relief changes
A new state-law-based deferral program for certain real estate taxes was adopted as an anti-displacement tool ahead of the city's coming assessment unfreeze.
Service delivery issue referrals
This is the council's standing chance to push resident complaints about city services directly to the administration. If your trash didn't get picked up or your street needs repair, your council member can flag it here and get the ball rolling.
$4.78 million transfer to Richmond Public Schools
The committee moved to Council a budget amendment converting $4.78 million in increased Convention Center Authority revenue into school budget funding. It's additional money for Richmond Public Schools with no local tax increase attached.
Retirement system cost-of-living policy
City retirees have lost purchasing power for years because the Richmond Retirement System has granted only three ad hoc COLAs since 2006. The new ordinance sets a transparent, CPI-tied policy tied to the system's funded status. The committee forwarded it to Council contingent on the administration's cost analysis.
Tax amnesty program for 2027
A one-time tax amnesty for tax year 2027 could let delinquent taxpayers settle up without penalties. The committee punted the request to November 18 so lead patron Stephanie Lynch can present it herself.
Family Crisis Fund funding transfer
The committee recommended moving $700,000 in the city budget to the Family Crisis Fund program through Area Congregations Together in Service. The fund provides emergency help to families in crisis.
Byrne/JAG juvenile detention grant
The council accepted $137,038 from the Virginia Department of Criminal Justice Services for a juvenile detention center program.
Collective bargaining procedures
A proposal to modify the city's collective bargaining procedures was amended and pushed to June 22 for further action.
