Civic issues
Topics getting the most attention in Richmond public meetings, ranked by how frequently they come up.
Gilpin Court redevelopment partnership
The mayor previewed an upcoming memorandum of agreement between the city and RRHA on the Gilpin transformation, with the city handling resident case management and neighborhood planning and RRHA handling housing redevelopment. He cited economist Raj Chetty's national data showing children who moved from concentrated public housing to mixed-income communities earn hundreds of thousands more over their lifetimes.
Multifamily construction on North 21st Street
Neighbors in Randolph and Byrd Park wanted 30 more days to work through traffic, parking and infrastructure concerns before the historic Virginia Home becomes about 131 apartments. The council passed it anyway on the consent agenda.
Historic district property improvements requiring certificates of appropriateness
Consultants project roughly 30–40 demolitions a year in multifamily districts under the new code, mostly in the central city and West End. All existing historic districts carry over, and two new lighter protections — design overlays and demolition-review districts — are proposed. The Cultural Heritage Stewardship Plan heads to Council first.
Employee homebuyer program expansion
The city's employee homebuyer assistance program currently leaves out people who bought deed-restricted or community land trust homes — they can feel stuck in their first house. This expansion creates a new eligibility category so they can buy their first market-rate home.
Blanton House lease expansion for Cancer Retreat Centers
Cancer Retreat Centers, Inc. would expand into the second floor and a third-floor office of Blanton House at 700 Blanton Avenue under a lease amendment.
Homeless Services Strategic Plan
The city's Office of Homeless Services presented its strategic plan for addressing homelessness — setting the direction for how Richmond will handle shelter, housing, and services going forward.
33 townhomes at former Seventh Street Christian Church site
McFarland Partners proposes replacing the landmark church at 4101 Grove Avenue with 33 for-sale townhomes, cutting density in half from the original 72-unit plan after a year of neighborhood negotiation. The flash point was a new mid-block driveway on Grove Avenue that city traffic engineers opposed but the neighborhood and most commissioners supported.
Townhomes at 5706 York Road
Eight attached townhomes are proposed on York Road, and the Westhampton Citizens Association has weighed in. The case heads to October 20 with a 100% public hearing still to come.
Multifamily housing at 1209 Overbrook Road
A proposal for up to 100 apartment units on Overbrook Road got pushed to October 20, so neighbors will have to wait another month for the real debate.
Oak Grove Hillside Bellemeade Community Plan
Adds a neighborhood-driven plan for Oak Grove, Hillside and Bellemeade to the city's Master Plan, guiding future development and public investment in those South Richmond-adjacent neighborhoods.
Mosby Court South Redevelopment
Council approved the preliminary plan for redeveloping Mosby Court public housing into a community of up to 500 units with ground-floor commercial space, with a tenant right-to-return provision. Critics want stronger guarantees on green space, tree canopy, and affordability tiers.
Commerce Road mixed-use development land sale
The city is selling about 13 acres of surplus land on Commerce Road to City Central, LLC for ~$7.4 million to unlock one of the biggest Southside redevelopments in years — 3,000+ rental units and nearly 1,000 for-sale homes. One council member objected to bypassing the city's own surplus law.
