Opposed the plan as presented: too many units and parking stalls, too little green space and outreach, and vague promises, questioning affordability above the 120 voucher units.

Supported the project, citing Richmond 300 consistency, unanimous resident council support, and the Tenant Bill of Rights guaranteeing right of return.

RRHA senior VP explained it's a preliminary plan (~478 units), noted 10-12 community meetings since 2023, and committed to ongoing engagement every 90 days.
